Overview

Presbyterian Homes & Services (PHS) is seeking a HR Data and Payroll Specialist at our Home Office in Roseville, MN. 

 

The Human Resources Data and Payroll Specialist is responsible for centrally managing and monitoring HR data workflows to ensure timely and accurate processing of new hires, terminations, and employee position or compensation changes in accordance with PHS policy and regulatory compliance.

 

REPORTING STRUCTURE
The Human Resources Data and Payroll Specialist reports directly to the Payroll Manager.

Responsibilities

This role serves as the first-line reviewer of HR transactions, ensuring completeness, accuracy, and compliance before final processing. The specialist coordinates with Site HR, Benefits, Compensation, Payroll, and HRIS teams when discrepancies arise or when changes may have downstream impact.

 

1. Workflow Management

• Monitor, manage, and validate HR transactions for new hires, terminations, job changes, and compensation changes to ensure timely and accurate processing.
• Review submitted changes for completeness, accuracy, and compliance with PHS policies and timelines.
• Identify discrepancies or missing information and work with RDHR or departmental leaders to resolve issues before approval or processing.
• Follow established escalation paths when changes fall outside of policy, involve data inconsistencies, or have potential payroll or benefits impacts.
• Coordinate with HRIS, Benefits, Compensation, and Payroll teams to ensure proper handling of sensitive or cross-functional data updates.
• Maintain strong awareness of downstream impacts (payroll, benefits eligibility, reporting accuracy) and ensure alignment across systems.

2. Policy, Compliance, and System Impact Awareness

• Develop and maintain a deep understanding of PHS pay policies, pay rules, and compensation practices to ensure transactions are processed correctly and aligned with organizational guidelines.
• Understand how HR transactions affect system configuration across HRIS, Payroll, Timekeeping, and Benefits modules, and identify when a change could create downstream impacts.
• Maintain general knowledge of relevant pay and benefit regulations to support accurate impact analysis and ensure appropriate handling of changes.
• Recognize when a change requires escalation due to policy, compliance, or system integrity concerns and follow the defined escalation path.

3. Payroll

• Assist Payroll with processing adjustments, corrections, and validations as needed.
• Support the review and verification of payroll-impacting changes (e.g., compensation updates, terminations, bonuses).
• Perform basic audits to ensure employee data is accurate prior to payroll processing.

4. Data Quality & Integrity

• Conduct audits of employee data to ensure accuracy and consistency across systems.
• Support process improvements related to workflow efficiency, data governance, and adherence to HR policies.

Qualifications

  • Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
  • Minimum of 4 years of experience in HR operations, payroll support, HRIS data entry, or related administrative roles.
  • Knowledge of HR, payroll, and recordkeeping practices, including confidentiality and data privacy requirements.
  • Strong attention to detail, accuracy, and organizational skills.
  • Ability to handle sensitive information with discretion.
  • Excellent communication and customer service skills.
  • Proficiency with HRIS systems and intermediate Excel skills; experience with multi-system data reconciliation is a plus.
  • Excellent interpersonal, communication, and organizational skills.
  • Proficiency with Microsoft Office and other common computer programs.
  • Demonstrated ability to read, write, speak, and understand the English language to communicate with all customers.
  • Demonstrated compatibility with PHS’ mission and operating philosophies.

Pay Range

The estimated starting pay range for this role is $30.00-33.50per hour. This good faith estimate is based upon PHS’s typical starting pay range for this role. Actual pay range depends on many factors including each individual employee’s qualifications and market conditions and is subject to change.
